Broadcasting
The doctrine that broadcasting should serve the public as citizens rather than only as consumers: universally available, independent of both government and advertisers, charged to inform, educate and entertain. Articulated at the BBC under John Reith in the 1920s, it became the founding model of broadcasting across much of the world.
