13th is a 2016 American documentary directed by Ava DuVernay for Kandoo Films and distributed by Netflix, taking its title from the Thirteenth Amendment to the United States Constitution, which abolished slavery and involuntary servitude except as punishment for a crime. The film argues that this exception has been used since the Civil War to perpetuate forced labor and racial control in America, tracing a line through convict leasing, disenfranchisement, lynching and Jim Crow to the war on drugs and modern mass incarceration of Black Americans. It examines the prison industrial complex at the intersection of race, justice and incarceration policy.
